Benefits and social guarantees

We analyze in detail what a contract serviceman and his family are entitled to - in areas that are understandable.

A contract with the Ministry of Defense is not only monetary payments, but also a wide range of social guarantees enshrined in federal legislation (Federal Law “On the Status of Military Personnel”, Federal Law “On Veterans” and other acts). Some benefits are valid during the period of service, some are preserved for life through the status of a combat veteran.

Combat veteran status

Participation in hostilities gives the right to the status of a combat veteran and the corresponding certificate. This is the basic document from which almost all other support measures are “opened” - a monthly cash payment (MCV) from the Social Fund of Russia, tax breaks, benefits for housing and communal services, the right to additional leave and extraordinary services.

The status remains for life and does not depend on whether the service continues or not. A veteran's ID is what is required to receive most benefits, so obtaining one is usually the first practical step once you become eligible.

Medicine, treatment and rehabilitation

Contract military personnel are entitled to free medical care in military medical organizations - from routine care to treatment of injuries and wounds. After dismissal, a number of categories (including combat veterans) retain the right to medical care and service out of turn.

A separate area is rehabilitation and sanatorium-resort treatment. If indicated, a voucher is provided, and combat veterans are provided with compensation for travel to and from the place of treatment. For those injured, medical rehabilitation and prosthetics are provided at the expense of the state.

Education - for yourself and your children

Military personnel and combat veterans have the right to benefits when receiving education. The serviceman himself can count on training and retraining, and after service, priority in admission.

Support for children is especially important. Children of military personnel who died or were injured in the line of duty have the right to admission to universities within a special quota - that is, on preferential terms, separately from the general competition. There are also benefits for enrollment in educational organizations and support during training.

Family support

The state provides support not only for the serviceman himself, but also for his family. These include social guarantees during the period of service and protection of loved ones in the event of death or injury.

In the event of the death of a serviceman, family members are entitled to lump-sum and insurance payments, a survivor's pension, as well as the preservation of a number of benefits (medical, educational, housing). Housing and military mortgage

Housing provision for military personnel is implemented through several mechanisms. The main one is the savings-mortgage system (NIS, “military mortgage”): funds from the federal budget are annually transferred to the military personnel’s personal account, which can be used to purchase housing, including with a mortgage loan, which is serviced from these savings.

In addition to the NIS, housing subsidies and housing provision are provided for certain categories. The specific path depends on the length of service, family composition and other conditions - therefore, it is better to select the optimal option individually.

Labor and pension guarantees

The period of military service under a contract is counted towards the insurance period. Service under a contract forms a length of service, which gives the right to a military pension - a pension for length of service, assigned through the law enforcement unit, separately from the regular insurance pension.

For those who left civilian jobs for service, labor guarantees are provided - in some cases, the person retains his job. The exact conditions depend on the reasons and order of entry into service.

Tax and household benefits

Combat veterans are eligible for a number of tax benefits. The personal property tax provides an exemption for one property of each type (for example, one apartment, one house, one garage). For land tax, a tax deduction is applied, which reduces the tax base by the amount of the cadastral value of a certain area of ​​the plot.

In addition, additional measures are established at the regional level - transport tax benefits, discounts on housing and communal services, free or discounted travel. Since this block is largely determined by the subject of the Russian Federation, the exact list in a specific region should be clarified separately.

Most benefits are not provided automatically - they must be issued by presenting supporting documents (primarily a combat veteran's ID). Some of the measures are implemented through the Social Fund of Russia, some through the military commissariat, the tax office, and regional social protection authorities.
